I've been trying to figure this out and I'm still confused. Why wasn't Fernando Alsono's crash in Australia 25 a red flag?

There was a car ON TRACK that couldn't get itself off without a crane and the crane/tow truck had to be on track??? And then there were other drivers right next to it? Why risk that?
