Are Krieg guardsmen clones? Why? Is that legal in the imperium?
Nope. Krieg uses vitae wombs (which literally appear to be artificial womb & incubation devices) to grow citizens. Unique genetic material mixed up in a science-fantasy IVF manner. There may or may not be a little genetic material from Commander Jurten (the Krieg commander who bombed the planet) mixed in with some of them, though this still doesn't make them clones.
Krieg HAS natural births, too, for the record. A number of them. Just not enough to meet the militaristic and productive needs of a desolated hell planet. Thus, the vitae wombs.
Are the vitae wombs legal? Yes (for Krieg). Are clones legal? Overwhelmingly no. Which is fine, because Kriegers aren't clones. Tube babies? yes. Indoctrinated child soldiers robbed of individuality? yes. Clones? No.

A whole chunk of the legion probably went the same route as Eidolon, doing whatever off-the-rails experiments on augmenting themselves to become better marksmen or swordsmen or whatever else (side note: sniper marines aren't done enough as a concept). They didn't do this because they were worse than the average marine from other legions, they did this because they wanted to be better than everyone around them.
Also, in Fulgrim, we see how Space Marines react to arousal in the Maraviglia. What do they do? They start killing the people around them.
The Flanderization of Slaanesh is one of the worst things to happen to the Emperor's Children's characterization. Slaanesh is not the god of sex.

They say they aren't updating any, all of these kits are going to be entirely new per army, not models we've ever seen before (so you can't say necron pariah or an updated nightbringer, we've seen those)

I have reposted the girlfail-post, because it's fun and I got a laugh out of it, but my more earnest opinion is: Lucius is incredibly successful.
Some of his accomplishments without any claim to completeness:
Beating the Mournival in consecutive duels (Loken cheated by Emperor's Children-standards, so fuck him)
He's made Captain in a perfectionist Legion of Aristocrats, despite hailing from gladiatorial pits.
He made Palatine Blade - elite of the elite
He organized a coup against Fulgrim, because he wanted the demon out and survived (by staying mostly out of it, but that shows that he has a brain indeed)
He impressed Slaanesh enough to become his Champion.
He impressed Fulgrim enough the Primarch strongarmed Fabius into reviving Lucius.
He impressed Ahriman enough the Chief Librarian kept him as bodyguard/killer (and didn't betray him - a rare occurance with Ahriman).
He isn't the most social guy, yet he became leader of a rather successful warband.
He killed a Bloodthirster (with the help of his Raptors, but still!)
40k Fulgrim uses him as his personal hitman.
He had fun fighting and killing in Commorragh (he got asked to leave).
And that's just from the top of my head. Lucius is one of the most successful, ruthless Chaos Marines still in existence.

The Emerald Wings have three distinctive patterns of jump packs, all of which are unique to the chapter, and have become all but synonymous with their methods of war.
The Hayabusa-pattern is the primary pattern of jump pack used by the chapter. It is similar in capabilities to the common Mars-pattern jump pack, with slightly different internal components--parts are not interchangeable between the two.
The Shokaku-pattern, also known as the Shokaku-pattern heavy lift jump pack is a larger jump pack with significantly more thrust than the Hayabusa-pattern, at the cost of pretty much everything else. The Shokaku-pattern jump packs have less endurance, are less maneuverable, are more difficult to produce, and are more difficult to maintain. It does have compatible parts with the Hayabusa-pattern, however. The Shokaku-pattern jump packs are used by many of the chapter's devastator squads.
The Ryujo-pattern jump packs are highly advanced, and are incredibly expensive and difficult to produce. It is used only by the chapter command and the sanguinary guard. The Ryujo-pattern is faster and more maneuverable than the Hayabusa- and Mars-patterns, with the chapter's elites being trained to wield these jump packs like an extension of their own bodies.

Founded in the Eighth Founding, the Emerald Wings were one of a few chapters created at the time to carry on the legacy of Sanguinius.
Since their founding, they have earned a reputation for a mastery of aerial warfare, making heavy use of aircraft, skimmers, and jump packs. Aircraft and jump packs in particular are central to the Emerald Wings' doctrines, to the point where they are the biggest points of divergence between the chapter and the Codex Astartes.
