Well… Cody was definitely not the first since the Autobot-human alliance began, but he was definitely one of the first on Griffin Rock. In fact, Chief Burns was the first, as strange as that may be.
The thing is, the Rescue Bots weren't too worried about humans at first, maybe because they had a long period of adaptation to the new conditions, learning the culture of the humans and returning to rescue work. After all, the bots were in stasis for a long time, everything was very new to them and they were coming to their senses. This doesn't mean that they weren't attentive to their partners, no, no, no. They were definitely caring, they just probably didn't think much about cyberforming their human friends. As I said, Cybertronians must be closely acquainted with those they do this to, this suggests that there is a strong bond between the person and the bot. Probably everything was more or less calm until the Burns Family apparently began to be attacked more than once by Dr. Morocco. And there were many obviously more dangerous moments threatening people's lives, even the Chief's words that "the work of rescuers is dangerous in itself" did not calm Heatwave and the others. Probably, this made the Bots nervous and think about cyberforming their comrades, for their own safety. And who would refuse another rescue team (when there are obviously not very many of them).
Chase was probably the first to think of cyberforming, and he probably suggested it to the other Rescue Bots. The team approached Optimus to get permission to cyberform their human comrades (they were pleasantly surprised to learn that it had already been used on other humans, so they may have even visited Diego Garcia to scout the conditions). Apparently, Griffin Rock was left without rescuers, so the government allocated a team from another state, and the Rescue Bots continued their work. For the locals, the sudden disappearance of the entire family was explained by the fact that they had to undergo special training / advanced training and temporarily moved. Those who asked too many questions were either threatened or paid. You could say that Griffin Rock lost the family that lived there almost from the creation of the settlement. A little later, already in the form of Cybertronians, the Burnses visited their homeland, already as the Terra-1 rescue squad (Yes, they were given a designation similar to Sigma-17. The squad consists of 4 bots, since Cody works as a universal 911 operator. Nevertheless, he also participates in real rescue operations).
Of course Fransin will find out, but there is a chance that she, like Doc. Green and Professor Baranova, are already infected by this point, they just don't realize it yet; their infection happened later. (She could only notice that Cody was more active at stage one, but nothing more. Of course, she suspected that something was going on, watched closely and recorded her research in a personal journal, but she never saw the third stage to understand what exactly was going on). Obviously, after the Burns Family disappeared, she couldn't help but notice that all the data, reports, documents simply disappeared from the databases. As if they never existed. Is it suspicious? I think Doc Green is the second type of person, he listened to the bots and their arguments when it became obvious that he was also cyberforming… However, Fransin and Professor Baranova, well, it would be easy to say that they were angry, I think they were actually furious. Frankie reacted to this with anger capable of blowing up a volcano, how this was not reported, why the government just turned a blind eye. I think this is what pissed her off, that the public did not know that this could happen. She was very angry at the bots, not at Cody, although he felt guilty. Nevertheless, Frankie will cope, of course during the adaptation she was stubborn and irritable (she is open with her emotions, it's really cool), but she was calmed by the fact that she and her best friend would be together. Yes, a little different, but together. Later she would even become friends with other Autobot scientists, so everything went more or less. Professor Baranova suffered the worst of all; being torn away from her native world and her scientific achievements was a nightmare. She coped with the adaptation more slowly and only thanks to Doc Green and his support.
The Green family would have a pretty tense relationship with the Rescue Bots (they're more or less on good terms with the other Autobots, they were quickly drawn into the scientific community), they can work together, but there might be awkward hesitations or slight irritability (except Ezra, he's an enthusiast). In fact, the reaction of different people is really extremely diverse, but all this can be combined into "five stages of acceptance".
It's not that there are five of them, basically there are only three reactions and they depend on whether the person had anything to lose in life, what kind of relationship he had with his parents and other factors.
The initial reaction of those who react to their situation is extremely aggressive. Anger, misunderstanding, confusion, all of it is deeply entwined in their chest, pressing like a weight and intensifying with pain. They do not understand why their cybertronian friend and trusted comrade decided to do this to them, they cannot accept reality for some time and deny what is happening (deny the situation). For the most part, this is the reaction of those who have families, or those who see that they had a duty to "humanity", or those who are afraid of leaving behind their achievements (in my AU, however, the cyberformed later face alienation from their former human brothers). People who initially flare up with anger are simply going through the five stages of acceptance of the situation. From deep denial and disbelief (lasts a short period of time), a furious outburst (anger), an attempt to understand whether it is possible to reverse the process (bargaining), numbness (depression) and then acceptance of the situation, an attempt to get used to the new reality (resignation). You know what, I have one thought that has not left my head for a long time. I'm not hinting at anything, of course, but Sealand is literally an artificial persona. Just think, his place isn't big enough to have an impersonation, right? Yes, this is a fort, but it was created by people, does it mean that Arthur literally created a younger brother for himself? If so, it literally looks like he was creating a robot, because Peter's body is solid metal, wires and parts. Just think, in its own way Sealand is an indicator of progress and the fact that the countries of the past are becoming obsolete in their own way and do not keep up with the times. What if that's why Arthur and Peter have such a tense relationship. After all, it is unpleasant to realize that something so inanimate has acquired a mind and a soul. After all, other countries also ignore Sealand, and it can be scary for them to realize that people have started to develop at such a rate. Ladonia is also partly similar to Peter in that he is completely technical and has almost no body. The link between thought and faith became strange. The thought that Peter is essentially the first robot with an autonomous mind makes me think that Arthur considers his creation to be a big mistake. Something like the thought "He came too early"?
