Previously the statements were how the Eye fed, but the tape web of recorded statements was how the fears got exported to another world.

Like it has to be a red herring+mine canary symbology combo. It's meant to send us on the wrong path. AND it's a serious warning. So the institute IS a genuine danger, but it's not the place to get answers? Do we interpret it as a message to the listeners or the characters?

It’s very interesting, before I’ve read it I’ve seen it described as Mary’s expression of loneliness after most of her friends and family passed away, but interestingly, up until the last chapter the novel is filled with the feeling of community and affection.
