The Octarians get their power eggs from the Salmonids with their trade deal, most evident in game from the Scrappers being reused Octarian shields and playing the Onward leitmotif when compromised. But maybe they've been dealing with Grizzco through Lil' Judd to get more? The other alternative is those images are not from the Low Water Party which would confuse me even more.
