Allison is the only one not stepping on a sigil star/bell, Reginald tells her not to. The only one not being healed in the new post-reset reality (she may still have her marigolds, by the way). She made a deal with Reginald in order to reunite with Claire: Reginald had her reprogram the reality as she wanted it, just imposing his own conditions as well (having his wife and being powerful). As for the rest, the parameters of the new reality are set by Allison.
Claire is there, Ray is her husband. Luther is alive, the powers that hurt everyone are gone, everyone is healed (probably the two Bens alive at the same time)… and Sloane, whom she hated (because of Luther), is gone. The reality of season 4 is Allison's reality. And I think that's why the first episode is called "The Unbearable Tragedy of Getting What you Want." Once again, she gets what she wants. Even worse than when she used rumors to forge her own reality.
