The tramp is being forced to address his bill. This waiter literally makes him sick with fear.

Looking at the documentary “Unknown Chaplin” & outtakes from this film, you can readily see that Charlie made the wise decision to have Eric Campbell play the waiter vice Henry Bergman.  Eric brought a menace to their scenes together that Henry would not have been able to embody.  

Eric & Charlie played off each other so brilliantly, this chemistry is part of what makes Chaplin’s Mutual period so special.  Charlie Chaplin was bringing Eric over with him to First National,  which makes it all the more sad that Eric died so suddenly (he was drunk driving)  and so young (he was 37).
