The Mayor has two separate backstories, the acnl is when she was solely raised by adoptive animal parents and became the mayor in Lovine city being isolated her whole life human civilization which the human race has became extinct. As for her Gotham backstory she was born by ex infamous villainous couple, the only good one in her family legacy. Her parents did not approved and she was force into such a wicked lifestyle of course she rebelled and wanted to become a hero rather than a villain. I will be explaining this more in her biography!
