For as long as he can remember, Tommy had been in and out of foster care. He bounced between places before he found a permanent home with his brother Dream. However, as he got to know Wilbur, Techno, and Phil, he found himself yearning to be close to them instead.

Meanwhile, in the city, the rivalry between the Dream Team and SBI seemed to be coming to a close as a mysterious person joined the villains' side, upsetting their delicate balance. The newcomer possessed powers so strong, it was unlike anything anyone had seen before. Things started to heat up when SBI uncovered a conspiracy by the government that had the potential to destroy all metahumans, and the Dream Team's plan to steal it for themselves.

Somewhere in the middle of all this, the powerless teenager Tommy got dragged into the mess, and he learned the truth about family, morality, and himself.
