Recently I saw someone questioning "why would Tsubomi stay in the park during a hurricane just to reject Mob. No sane person would choose that without having feelings", which is an interesting question with three main factors:

Tsubomi didn't know Mob planned to confess. He only said he wanted to tell her something.
